I. ORGANIZATIONAL CONTEXT AND SCOPE Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants Under the direct supervision by National Head of Sub-office Balikpapan for administrative matters, in close coordination with Senior Migration Health Physician (SMHP) in Makassar and Senior Migration Health Adviser (SMHA) in Jakarta for technical guidance and overall supervision of Eastern Region RCA Programme Coordinator in Makassar in Indonesia, the incumbent will provide oversight, coordinate, supervise, and monitor the implementation of the health care assistance to migrants in Jakarta who are referred to IOM care by Indonesian authorities. The incumbent shall also assist in other migration health related activities as requested. The incumbent shall coordinate the activities of migration health team in the IOM sub office where he/she is based. The incumbent is expected to carry out his/her duties in accordance with strictest moral and ethical standards and with due respect for gender and socio-cultural differences of the migrants. III. RESPONSIBILITIES AND ACCOUNTABILITIES

Manage and supervise the provision of general medical care to migrants endorsed to IOM for assistance by the Government authorities of Indonesia.
Facilitate the initial medical examination and care of each migrant registered under the care of IOM while establishing mechanisms to adhere to confidentiality of medical information. When necessary, organize and facilitate the deployment of a local Medical Team to conduct initial medical examination and care of migrants in coordination with Senior Migration Health Physician and IOM operations staff.
Undertake health needs assessments of the migrant population with attention to health determinants and provide guidance to IOM operational and health staff to assure provisions to meet those needs; maintain an ongoing monitoring system to assure adequacy of such service provisions.
Identify, advocate and define on special health needs for individuals/groups and liaise with relevant actors to facilitate the service provisions, including guiding and monitoring of service provisions by IOM staff.
Identify locally available health resources for curative care at different levels including for medical emergencies; establish a documented cost system for health care provisions for migrants in coordination with the Head of Sub Office, and Finance officers and Health Unit in IOM Makassar.
Ensure that an efficient response for emergency medical events are in place and carry out periodic drills to check functionality of the system.
Provide primary level preventive and curative care consultations for migrants in Immigration detention centre (IDC), community accomodation, interception site on a regular basis as prescheduled and informed to the migrants and other relevant actors and establish a transparent, confidentiality assured feedback system to receive beneficiary feedback on the services provided.
Ensure the completion of pre-departure medical check up for fitness to travel for migrants who are willing to return home voluntarily and for migrants travelling under the auspices of IOM as requested and provide recommendations and support for their journey based on the IOM Medical escort Guidelines.
Monitor and ensure the proper storage, maintenance and procurement of basic medical equipments and supplies for Migration Health Clinic including Emergency Medical Kits, Medical Escorts Kits, Mobile Migration Health Assessment Kits and other medical items.
Gather, manage, analyze and facilitate reporting on health data on migrants.
Write, review (reports of team members), consolidate and submit individual case reports, monthly progress and statistical reports and their timely submission to the Senior Migration Health Physician.
Perform other duties as may be assigned.

IV. EDUCATION AND EXPERIENCE a) Registered Physician in Indonesia. b) University Degree in Medicine, preferably with post-graduate studies in public and /or community healthc) At least seven years of experience in General Practice and/or Family Medicine, Independent program management skills, such as supervision capacity, quality assessment and control and report writing.d) Proven capacity to develop and supervise quality control/assurance mechanisms in medical activities;e) Previous work experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program , STI and reproductive health services and/or HIV/ AIDS programming are distinct advantages. f) Understanding of biostatistics and basic research concepts.g) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;h) Proficient in computer applications: Ms-Office. Responsibilities:
ORGANIZATIONAL CONTEXT AND SCOPE

Under the direct supervision of Health Assessment Coordinator and functional supervision of Senior Migration Health Advisor (SMHA) and overall guidance of Deputy Chief of Mission of IOM Mission in Indonesia (IOM Indonesia), the incumbent will assist in the implementation of the Migration Health Assessments Programme and other migration health related activities in IOM Indonesia.

The incumbent is expected to carry out his/her duties in accordance with medico-legal, moral and ethical standards with due respect for gender and socio-cultural differences and human dignity of the migrants.

RESPONSIBILITIES AND ACCOUNTABILITIES
Assist the Health Assessments Coordinator in establishing and maintaining optimal workflow in all health assessment-related activities in Indonesia and management of the routine health assessment programme for Refugees.
Coordinates with external counterparts and IOM colleagues to schedule and implement the IOM migration health assessment activities for refugees as necessary.
Assist the Health Assessments Coordinator in maintaining the overall quality and integrity of medical results/documents/files before they are submitted to the respective embassies.
Establish and maintain a filing system for all IME records.
Assist in the preparation and suggest updates of standard operating procedures based on latest information received from authorities requesting Immigration Medical Exams (IME).
Assure authentication of identity of IME clients; implementing fraud prevention measures; and providing overall counseling of the IME process when health assessment activities are performed by IOM physicians.
Assure that all samples collected for IME purposes are directly observed for quality and quantity including preparation before collection; assure anonymity of samples and arrange timely, cold chain assured delivery to specific laboratories as necessary.
Assist HAC/Migration health Physician in medical examination including collecting medical history, checking vital signs, weight, height and visual acuity.
Support Health Assessment Programme Administrator in liaising with Manila Migration Health Department Global Support Unit in relation to statistical reports and validation of health assessment data.
Responsible for the implementation of monitoring on treatment whenever needed, example: effective, verifiable, documented and safe directly observed therapy (DOT) for those patients deemed by the IOM migration health physicians in need of tuberculosis treatment, following international/ national guidelines of respective international/ national TB treatment guidelines.
Ensures that all necessary pre-departure treatments are completed in coordination with the migration health physician.
Perform other duties as may be assigned.

EDUCATION AND EXPERIENCE
Diploma Degree in Nursing, university degree in public health, an advantage
Having professional license to practise nursing in Indonesia.
At least four years of clinical nursing experience at recognized health institutions (equivalent to class B/C level health institutions).
Minimum two years of experience in IME/Health Insurance field at a supervisory capacity
Experience in operating room and in large health assessments screenings, an advantage

LANGUAGES
Proficient in the English language, proficiency in languages spoken by migrants (Farsi, Arabic, Tamil, Myanmarese) is an advantage.
